Duke's new toilets

Spotted at the law school last week. I have two problems with this:

1) Press up for a half flush, down for a full flush. Shouldn't the default be a half flush? Most people press down on these levers (i.e., with the foot). Maybe not, since urinals are also available.

2) The half flush is really a regular flush, and the full flush seemed to me like an extra long or double flush. How exactly is this saving water?

Never mind, I see that it's green so it must be good for the environment.
